PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.

Author Saunders seeks to clarify the role of China's PLA in government leadership. His conclusion is that the PLA is responsive to orders from the Communist Party (via the CMC) rather than the Chinese state (the State Council and the National People's Congress). This arrangement resembles the one employed by the Soviet Union and other communist countries, and differs from Western models.
Continuing, he states that four trends have reshaped civil-military relations in China and affected the PLA's role in policymaking. The first is gradual erosion of elite belief in Marxist ideology after the collapse of communism in the Soviet Union and 30 years of market-oriented reforms in China. Marx's writings are no longer seen as providing useful answers to concrete problems. CCP leaders have instead boosted nationalism as a partial substitute for Marxist-Lenin thinking. The second is increased emphasis on professional expertise within the PLA, paralleling a broader trend in China. Science and technology are stressed at Chinese military academies, and professional military education has become a requirement for promotion and assignment to senior positions. The third trend is the bifurcation of civilian and military elites. China's current top civilian leaders have little military experience and lack the extensive shared experiences and ties with military leaders the characterized the revolution generation (eg. Mao, Deng). The fourth is reduced PLA representation in core CCP decision-making bodies over the last 25 years - part of a deliberate effort led by Deng Xiaoping in the 1980s to establish checks and balances against attempts by any individual member to assert dominating power over the others. This has also reduced the PLA's role in selection and promotion of top civilian leaders.
